I Passed the 2391 inspection and test in 2007 but i have been asked to take cours again if i fail this time is my cert in 2007 still valid

If you resit any passed exams with C&G your most recent exam sitting will be your valid one, weather you passed years earlier or not.

There will be a centre that will let you attend and not sit, look around. Centre's I work out have done similar or just let guys come in for a day practical/theory training.

No.
It's an exam, it shows that on the date you took the exam, you had enough knowledge to pass.
How many people do you think would be able to re-sit the 2360 and pass?
