"When confirming the polarity of a 230v supply what instrument should be used?
 
yes simple but if you read the examiners report for 2394 it says that students did understand that the installation was not energized and what does supply mean it could mean the supply for a lighting circuit , they have no made it clear

Is it asking for confirmation of the SUPPLY polarity or The INSTALLATION polarity.

To check polarity of the supply you can use an Approved voltage indicator and calibrated proving unit. You need to confirm that the polarity is correct before you connect and energise the new installation for reasons which should be obvious, and you cant do it if it is dead. You must dead test and confirm the installation polarity with the R1R2 method as part of the Initial Verification process, and you would use a low resistance ohm meter. Job done. Calibration GS38 blah blah blah.

can i please give you some advice???

i found out the hard way doing my 2395 in december (and failing) that they want the answers as it says, almost word for word out of GN3. get a copy of the book if you havent and 2394 is almost completely covered in there.
but the most usefull info i found is that you can download the City and Guilds Chief examiners reports from past papers, on there he tells you were others have gone wrong with there answers and how they have lost marks. ie you will gain marks for sayin "lock off and isolate supply" but if you dont then mention "and retain the key" you will loose them agian!! petty but they make the rules
just google 2394 report and you should find it mate!

The question asks about verifying the SUPPLY during initial verification. There is no mention of a lighting circuit or any other final circuit in the question so why do feel the question could be asking about such things?
Just answer the questions at face value. Where a lot of delegates go wrong is by trying to second guess the examiner with......what about this and what if that.......
Just answer the question as it is.
During initial verification there is a set of inspections and tests to carry out. Dead tests come before live tests, so of course the isolator is off during this proccess and therefore the SUPPLY is not connected. If all your dead polarity tests are ok and you then connect the supply by closing the isolator what are the implications if the SUPPLY part of the circuit is wired reverse polarity??
