How would you connect this delta or star it’s got a 3p 400v supply,

if the links are horizontal, W2-U2-V2, that indicates 400V connected in star config. which is what you'd expect from a dual voltage motor.
 
US-built motors for the domestic market can ship pre-configured for 230V in delta. This is an export 50Hz version but they might well not have followed through with linking it in star for 400V. They possibly fit the same terminal block in all units with the links pre-mounted to save time, knowing that wherever they put the links some users are going to have to change them.

It does look simply like they printed the ratings one line too low on the plate. There are three rows for voltage / current options and the format of the printing suggests a mismatch between the blank label layout and the data entered for printing.

Gotcha on that one,presuming theY next to the 220 voltage
