For 4KWP if you used sanyo 250W panels you would need 16 panels which would be about 25 metres squared, over 9 metres squared for a ground mount you need planning permission, which isnt usually a problem (aout £150) and a few weeks wait.
 
depends where you are normally planning is 6 weeks minimum, all the ground mounts i have done have taken this a s a minimum to go through planning can be a bit more than 150 if architects are required and land registry costs
 
yes your quite right, a few weeks is optomistic, also you could be in a conservation area or AONB which puts a spanner in the works.
 
Presumably if you used a "ballast bucket" mount (like "console" for example) you don't need planning permission because it is not a "permanent" structure?
