I'm guessing here, but I think the requirement for it to be surface mounted is to avoid any issues with damp in the fabric of the building.

Regarding people removing labels, anyone can remove any label at any time, that is their lookout. As long as you have complied with the regs, your job is done.

true but don't we have to consider the future of the installation,

would be a good thing to get outlets with imprinted wording like those for immersion heaters and cooker etc

guys just read page 22 on site guide, even with skilled people rcd required sockets up to 20 a

You may not have read the guidance correctly

Socket outlets in domestic installations and similar
A circuit supplying a specific labelled socket for eg, a freezer
As long as the cable is not buried,Rcd protection can be ommited

If it is buried then it has to have mechanical protection or be a protected cable

RCD MAY BE OMITTED FOR, SPECIFIC LABELLED SOCKETS SUCH AS A FREEZER,,, HOWEVER,,,,,,,BLA BLA BLA,,,,BUT ONLY CABLES ON THE SURFACE NOT IN A SPECIAL LO DONT NEED RCD
 
I think you are reading it incorrectly

As this is only an extra point for the boiler, as long as the extended circuit is >50mm in the wall, in metal/earthed protected sheath or surface run in trunking/conduit then no rcd/rcbo would be required, as a spur is feeding a item of "fixed equipment"
