i am doing a job that has no money in it( as usual!!) i need to put in 1 new circuit but there is no room left on the old crabtree cu, have tried to persuade client to fork out for a new board, but no joy, can i wire out of the incomer to the existing cu to a new small cu, obviously using the same csa cable as is feeding the old 1,

Yes. Split the tails and fit an additional board. Up to 17th regs standard of course.
