I have recently passed my testing and inspecting which I done as part of my apprenticeship. I was always under the impression that I could test a property if I had this qualification, but I was told today I had to be part of a governing body to do so (NICEIC, Napit)...could you tell me if this is true? If so which one would you recommend? If not do I have to inform anyone of the testing and what certificates are best to use?

Any advice would be much appreciated :)

Yes true IF you want do do notifiable work in a domestic property then you have 2 options open to you,
1) Notify LABC before you start the work and when complete before cover up stage then they sort the test,inspect & certificate out but this costs !
2) Apply & pay the randsom money to the scheme op for your site assessment then onece passed you then become a member of the self certifying scheme and can do the work then test/inspect & certify it yourself.
As to what scheme op is best is down to personal pref im with NICEIC see the post on here about what scheme are you registered with ? for answers as to why people are with what scheme ops also see the scheme ops websites eg NICEIC/NAPIT/ELECSA etc entitled Domestic installer scheme also check out the Approved contractor part if you also do ind/com.
However IF your just testing as in test/inspect (PIR) you dont need to join any scheme but best to unless your only doing 1 every now and then BUT get pro indem insur.

You do not need to belong to any scheme to do it, however as a domestic installer the niceic will ask for money from you before it will let you use their domestic inspection reports.
I just use my own.

Missread the post thought the op was reff to doing installs then test/inspect/issue certs in domestic properties !

i am doing the 2391 at the moment

so you are saying if you just want to issue EIC and PIR you dont need to pay the ransom money to NIC etc

I'm in the niceic domestic installer scheme, but I do not use their certificates for PIRs.

As for the EICs, you will need to join a scheme to do notifyable work in dwellings or pay your LBC.

you can test your own work but a pir report you have to be an approved contractor with 2391 this is needed

i done 2391 2 years ago and i was 1 of 2 that passed out of 16 its a hard course but i can do inspection and testing now
i will say you need experiance to do inspection and testing well

You do not have to have any qualifications to do electrical work
This applies to domestic/industrial and commercial

If you do any electrical work,you would need to make sure that you were abiding by the H+S legistlation and Electricity at work regs
One way of showing compliance is to work to BS7671 or an equivelant standard
By obtaining the 2391 you have taken an examination that should,(if ever something bad happened and you find yourself in court for breaches of those acts of parliament) be in a position to demonstrate a level of competence that should favour you

You need join no scheme to do PIRs but you may find that without registration with an approved body like the NICEIC ,not much work would come your way,but it is not a requirement

Domestic part p is another where you may or may not join a scheme
There are 2 seperate routes to notifiable work Become self certificating with a scheme or use LABC route and pay them lots of money
Again anyone of any level of competence can carry out electrical installation,it is the procedures that are different for different people and need to be abided by

if there was a electrical fire then insurance companies will want proof that it was inspected by somone who has the qualifications before they pay if it was inspected by somone that was not qualified or a member of govening body like niceic the they wont pay out.

so you do need qualifications etc otherwise whats the point in any qualifications
 
interesting subject this as i've just passed my 2391 and i was told by my instructor i didnt need to be part of any scheme ie niceic. Im just about to start works on a commercial office and was going to inspec and test it and sign it off if alls well, so am i still able to do this?
 
yes you can but for insurance you should be part of a scheme.
i think its about ÂŁ400 a year for the niceic but if you do a lot of commercial work its well worth it cos realy thats what they look for.

Agreed but dont forget to put the application in ! as an AC you are exempt from the onsite assessment so in order to be registered just fill the form in and you will be AC & DI.

i have read these posts about advice for testing and it seems that its confusing

if i am JIB electrician then i have the qualifications

but do i have to join NIC etc

i am doing the 2391 now and hopefully if i pass i want to set up a company that just does testing

so can i from the legal stand point do this without joining NIC etc
