I was recently asked to complete a PIR at a Public house quite local to me. A few months ago the wiring in the restaurant that is attached to the PH developed a fault. The restaurant has a fairly new 17th Edition fuseboard fitted.
This D/B used to be fed from a fuseboard at the mains position via a 63amp MCB. The main switch for this fuseboard is a 100mA RCD (It's a TT earthing arrangement).
The Landlady called a local Electrician in to sort something out, the fault in the Restaurant was taking the 100mA RCD out in the main fuseboard; this in turn was affecting circuits within the Pub itslef.
The Pub has it's own D/B behind the bar, this was also supplied from the main D/B via a 63amp MCB. What the Electrican did was simply remove the supply to the Pub D/B from the main D/B and installed (via D/P blocks) a new 63amp D/P Isolator within an enclosure to supply this D/B; In a nutshell he's removed what RCD protection the Pub D/B had (albeit 100mA).
This guy gave the Landlady no form of certification, also the L+N tails enter the enclosure through seperate 20mm knockouts (M/C enclosure). There were no blanks fitted to the enclosure (a bit of an IP issue....). The cable leading away from the enclosure (to the Pub D/B) just flaps around, he's even left the empty boxes on site... The cost of the materails came to approx ÂŁ35.00, he charged the Landlady ÂŁ750.00.
Whilst what the guy did was a quick fix he should (IMHO) have maintained some form of RCD protection, it's a TT install after all. Ze by the way was a fairly respectable 10ohms.
Am I right to perhaps put something in writing to this guy, firstly he's ripped off the poor Landlady and secondly what he has done doesn't comply (to say the least).
Apologies if this goes on a bit, I just wanted to paint as good a picture as I could.
Thanks in advance.
might be an idea to get the landlady to get trading standards involved. that way she may be able to recover some of the money paid to this cowboy ( assuming all your observations are correct ).

As you didn't employ the previous sparks to do the work then I would say it was not your buisness to contact him directly, even though you would probably like to give him a talking too. You have been employed by the Landlady to produce a PIR, and I would suggest that she uses this as ammunition against the previous sparks or as Telectrix say goes to trading standards with it, showing the validity of her complaint.
