It depends how many circuits/accessories you test. I am with you though by the time you have traveled to site, moved all the stuff that is in the way of the consumer unit etc, performed the inspection and tests documented it all, especially with the long list of tick boxes on the new EICR doing 3 or four a day means that short cuts have to be taken. But if all the wiring is in trunking one or two rings, two light circuits, one immersion heater, one cooker and you only need do overall insulation (L+N to E), R2 and possibly Zs on each circuit, test the RCDs it starts to become achievable even if not desirable. The customer gets what they pay for.
