Evening.

I am unsure whether to code this a C2 or a C3. I wouldn't normally code a crack in the meter casing as a C2, but this is a big hole right where the cut out is? Plus I'm particularly poorly at the moment with a horrible bug and have become very indecisive! :nonod:

Bodged up hinge too isn't it?

yep, only one screw holding in one hinge.

The main bonding for the water is 2.5mm, I have never seen a bonding cable that small before and was planning to put a C2 as it is so undersized (TN-C-S), again not sure though?

I am not 100% as to whether this is or isn't within the remit of 7671 and an EICR. If it is, I would C3 at most. Even in a strong windy storm water will likely run out again before it can do any damage. A lot of the meter cupboard doors and replacement hinges are available online if you are likely to be doing the remedials. I have used these a few times, and they are a doddle to do. I don't think it is within the remit of 7671, no code IMO
 
The meter box is the sole responsibility of the home owner, although we do light maintenance on the door locks and hinges, the door can be purchased from wickes , the orange shed and the likes.
 
I would class this as an additional comment with no code.
The hole in the door does not present any danger in that location, however i would also recommend in the covering letter that the door be replaced considering its condition.

I would probably code the main bonding at 2.5mm² as a C2 as it may not be able to handle to the load current under a disconnected neutral fault. it also might not have sufficiently low resistance to maintaining <50V touch voltage, but probably will be OK.
The regulations also consider that 2.5mm² cable is not sufficiently strong to be used as a single core conductor as it may suffer mechanical damage.
