Any idea what this is and is it safe to scrap?

A customer we work for has asked whether this thing can be attacked with a grinder for recycling purposes, can't say that I know what it is. It looks like a transformer to me but does it contain any oil with PCPs or similar things that could be harmful or it it just windings in a case? It looks like the markings refer to Toga Industries though I have seen it close up. Can't find anything on the internet to help.

Does anyone have any ideas?
