appartments in flats earthing question

i am working on my first block of flats new build. i have earthed the main gas to the main distrabution board but all the water is coming in in plastic and is plastic throughout. do i have to earth all appartment distrabution boards to the gas aswell or not as the gas is already earthed? i will earth it anyway as if it was a house it should have its own bond, better safe than sorry.

In a word ...YES!! Each apartment is to be considered as a separate installation/service.
