They are trying to bring it in, but when common sense prevails, they'll either reject, or make sure the they are not cost prohibitive

There is no cost benefit. They are just an empty fire extinguisher. EFLI and plug fuses provide 100% parallel and earth arc fault coverage. That leaves serial events, where arcing is the end stage of joule heating assuming combustion has not already started. 90% of all electrical fires start without any arcing.
