Well its upto all of us who are in a part p scheme to petition them to get the part p more into the public domain.

How about someone with a bit of tech know-how set up a petiton to send to each of the main providers?

In my view part p and cscs cards came about within like what 12 months of each other, these should have been combined to form one card, your skills and status clearly shown , one card to get you on construction sites and domestic installs, with no union or scheme links (i hate to think i'm funding unions with my cscs card but i need it to work)
 
jib cards have, but cscs only came in about 8 yrs back, and was amalgamated to jib cards, then 12 months later part p talk started.
 
my view, fully qualified get a jib card and no need for partp
not fully qualified need to have partp
dump defined scope - its either full scope or you cant carry out electrical work

and sealing pliers for everyone authorised
