can somebody point me in the right direction to any documentation regarding balanced power.
Regulations , theory etc.

I thin you may need to provide more information to get a suitable response.

If you are talking about balancing a load on a three phase system to minimise neutral currents then this guide from Schneider Electric may help a bit in defining the situation.
