I also think that every cable should have a connected CPC, regardless if it is functional for a piece of equipment or not.
 
Gents, checked with NIC, the g/y is not g/y if identified otherwise, however they reccomend full sleeve as I said rather than a ring of brown tape.
No regulation to contrevene other than identification of conductors if you don't do it. We are talking about a condutor in a flex, not a bare in T/E or a single. Its no different to marking a blue brown, that's why we do it.

What I said was that it was prohibited in the 16th Edition but is no longer prohibited (although I believe it should be). I also believe that it should be prohibited to simply oversleeve another conductor green/yellow (e.g. in 3-core SWA being used for single phase application).

I don't think the NIC should be encouraging it.

Incidentally, we work to the IEE Wiring Regulations and not NIC ones.

my understanding was that the cpc could not be sleeved as in some cases (ie t+e )the cross sectional area of the earth was less than that of the line and neutral but dont know if that applies to a multi core cable if the accessory requires a line,neutral and sw and no earh then what is to be done

install a 3core + earth

What about the 2 core flex on the end of my drill/tv/radio etc?

I think Jason means permanant wiring and points should have a cpc for connection to whatever equipment is installed in the future...not a flex to a class II appliance in which a cpc would be pointless.

Regarding the re-identification of other coloured conductors being no different to identifying a G/Y as a live I think it is...the hazards of misconnecting cores of colours expected to be energised are infinately less than connecting an energised g/y core to the earth terminal of an item of equipment exposed to touch.

Fair enough, I just had visions of people being pulled up for running a 2 core flex between downlighters and such like.
