bathroom lighting

got to fit 3 IP65 downlights in a bathroom. Regs. say anything in a bathroom must be 30mA RCD protected. Problem is, the lighting is not on RCD . Ideally, I would put A RCBO in place of the MCB on the upstairs lights, but an alternative has come to mind. If I use 12V IP65 downlights with the transformers in the loft, would this be compliant? There is an existing 4" fan already installed without RCD protection, so that itself is not to 17th.
