Sounds odd I know but bear with me. Myself and my business partner have set up an electrical installation business but OLEV (EV governing body) require us to be part of an electrical association. This is presumably to show them that we are a legitimate business but neither of us are electricians. We have people ready to work for us who are fully qualified but they won't be employees initially. Therefore I can't see how we can be part of an electrical association. We can't be the ones to have to go through this...

I know I'm a bit late to the party but if you haven't got any electricians and are not doing electrical work then why do you need to be part of a scheme. Also why set up an electrical installation company and not employ an electrician.
It's a bit like opening a butcher's shop and not buying any meat, or am I completely missing the point here.

Who says so?
Quite simply a subcontractor by definition belongs to another firm (his firm) and therefore cannot be responsible for a different firm's standard of work. As such it is mandatory for a QS to actually belong to the registered company. This will rightly be a rule of every scheme.
