I just bought a piece of property and am bringing a 400 amp service, to a service rack in between two RV pads. What I am wondering is the best way to build my service coming out of the meter base. My current priority is a temp power pedestal for the two RV pads, but I also want to split power for a future shop & house

Why don’t you just install two 200 amp NEMA 3 panels and distribute the power from them.
