Used to get faulty outer insulation in purple 16mm Street furniture swas .the water would seep in and eventually sometimes blow the mcb in pillar.youd be surprised how many resin joints are burried under new tarmac.Thanks for that.

You said, “No, I don’t have the equipment or experience for that." James asked if you could measure resistance, he didn't say "insulation resistance. Which a multi meter would be capable of doing. Hence, the confusion.looks like you may have a damaged cable.
can you measure the resistance between the 3 cores?
If he does electrical work especially for other people, then he's an electrician.OP did say he wasn't an electrician..... His experience it, looks like, is helping out with repairs rather than new installs.
