just been to price for a board change and some remedial works, i noticed the cutout has a black puddle below it, and it's dripping out from inside it. sort of like a black oily stuff.
anyone seen this before??

Up until 1992 bitumen products would often include Chrysotile white asbestos fibres. These were used as a binding agent to keep the matrix together. The concentration of asbestos was relatively low but aignificantly the sticky nature of the product means that the chances of fibre release are low even when the material is disturbed.
The most common use of asbestos bitumen is in sink pads which were used under stainless steel sinks to reduce the noise caused by running water. However, asbestos bitumen was also used in roofing felt, tile adhesive, damp courses, flashings and bitumen mastics (often referred to as bitumastics).

Worked on a lot of the bitchiman filled English electric cut outs when I was an apprentice and one of are jobs was to heat it up melt it and clean out cut outs it was a pig of a job can any one tell me why they used that method and why it's not used today
 
We get that a lot around my way, houses built in the 60s all show signs of "the black drip"
Most DNO dont want to know when i call so i always leave it with the client to chase and found once they complain things get altered and upgrade to a 100amp head
 
Had one in a primary school, about 3 weeks ago, 300A green cast lucy head, ALL and i mean all of the pitch on the floor, called Western power, they came within the hour, by that evening, a bloody big hole and a new cut out.

They don't use PILC cables any more, or any of the other older type cables that needed to be sealed against moisture, and/or air ingress etc... Any terminations today that need to be sealed, would use an epoxy compound. The old Bitumen sealing compounds as you are aware, were labour intensive and needed to be molten to apply. H&S would have a field day, and probably running round like headless chickens thinking about all the things that Might/Could happen during the procedure!!! lol!!!
 
UK power networks said it is the pitch and that, if it's not warm that they will come look at it in 8-12 weeks. If it was warm would've got a call-out in 24 hours. Didnt want to lie to them, it didnt seem to be a major issue as the pitch had mostly dried there was evidence of it, shiny stuff on the fuse casing but not imminent danger me dont think. Unlike the OP who should get that sorted post haste!
