bolier fitted above meter

hey guys hoping someone could shed a bit of light on a job im on, the boiler in the house has been installed directly above the main cut out are there any specific regs i should be considering i know there is a minium distance for the consumer unit does this also apply to the meter and main fuse too??

also there is currently no barrier of any sort between the boiler and the cutout
 
water would be a issue with dno but they certainly wont move the services, who fitted the boiler? is it directly above or above from upstairs?

speak with dno and if they give you "this is not acceptable" then get onto whoever fitted the boiler
