this case is a prime example of why there should be compulsory eicrs on rented property, same as with gas. as soon as the scams find a way of making money from this, they'll lobby the government to make it law. then when the government work out a way of making money from it, it will become law. ( unless a a minister's wife/daughter, niece, dog,cat gets electrocuted )
 
I think I should of answered the original question with 'no, not as far as I know' ;0)

I just wouldn't consider not installing a main bonding cable to the water service wether the incommer was plastic or not. (like most sparkies I think)

I consider myself to have more knowledge now than I did a couple of hours ago.
 
Great explanation, very clear and concise. Thanks. I would think that you are applying this to new build where you know that everything else installed is perfect and up to your own high standards.
Now, I mostly do small works in existing properties. If I'm reading your post correctly, you would not insist on main earth bonding being present at a house with a plastic incoming pipework with an IR value to earth of over 22Kohm if you were say, changing the CU.
What if the dodgy chock block connection under the floor then melted against pipework?
Surely it's better to bond anyway?

Again,this confuses the difference between bonding and earthing.
Bonding is there to prevent the general mass of earth potential being introduced into an enclosed area with it's own earthing system protecting conductive parts.
Earthing is there to provide a fault path for a short circuit to a conductive part.
Metal pipes within the enclosed area rarely meet the definition of a conductive part....but may be earthed via mechanical contact with conductive parts(immersion elements/pumps etc)....or via a parallel path through bonding of an extraneous conductive part at the point of entry.
