More than likely not. The trouble is too many sparks just see no fly leads and instanly think it doesnt comply without actually checking any futher.
 
If the gland is attached to clean metal rather than painted then I see no issue.
If the glands are onto painted metal the only contact may be through the rough edges of the hole, this will give a good reading with the low current of a test.
However under fault conditions a much higher current will flow and if the metal to metal contact is not good enough then it's going to get very very hot!
 
Generally speaking you can safely say that any SWA cable up to 95mm be they 2,3, or 4 core will comply with CPC requirements, only excessive cable lengths can make a difference. However if any of these Sub DB boards are acting as EMT connections for bonding purposes then, i can almost guarantee that the steel armouring will not comply!!

Think everything else has been covered by others above!!
 
Unless they're huge cables where the armour is insufficient.
