C3 and unsatisfactory cert, advice please

Are you 100% sure that the install is a C3 "satisfactory" - sounds like a C2 to me...

Hmmm that I was thinking if sockets are liable to supply equipment outdoors for example the house has a lawn and or driveway then it would be a code 2 for no rcd protecting the sockets ,
