I will say though the only reason why this was accepted for me to do on this occasion was because the original electrician was in a hospital bed and things were not looking good for him, so in this instance a PIR was accepted.

If ever your questioned as to why you have issued a PIR for a new install that you didnt install, you will need to have a VERY good reason for doing so and may need to prove this. An EIC should always be issued by the original installer.

I'll ask the customer exactly what's happened to their man. Otherwise maybe I'll have to suggest it gets installed again. I am sure that will be well received!! :rolleyes:

OK. If you were in this situation what would you do?....and I will definitely take a copy of Approved Doc P with me as I don't want the customer to think I am trying to hose them.
 
What I would suggest is if you are worried about the situation is do a PIR (periodic) as it is and then do the remidials and put an installation or minor works on it after. Thus meaning you can properly check what was done before you finish what is left over.

Ok everyone.....here's the update.

I have been to see the work. It is purely a CCU change and no wiring has been added (all the wiring to the box is red & black)

I explained the delicacy of the situation to the customer and showed her Approved Doc P (cheers Chris).
I volunteered that subject to NICEIC approval I would do a full periodic and ascertain all was well with the wiring and then basically do the installation again (using the new board) as I am far from happy with the bloody mess the other guy left behind him.

I then spoke to NICEIC and they said that's fine...If I did a PIR and redid the work I could sign it off as my own, however before I did so they wanted the customer to contact them directly and lodge a complaint about the old sparks, should he be NICEIC which I sincerely doubt, and that after they ad done that, I was clear to go ahead....so there it is!!

I thought I'd add a photo of the existing work, before I rip it all out....I particularly liked the use of choc bolcks in the CCU!! Not to mention the fact that at first glance there appears to be a lot of ring final circuits in this place..some of which have 3 legs!! :eek:

There's is a lot of circuits in there, I'm not sticking up for the original spark but on a replacement CU from an old type board it is hard sometimes to get it looking spot on, no matter how much you try, as some legs are shorter than others so can't always get a neat entry to to bars or MCB's, there is alot if circuits and space is sometimes limited in the boards, also my 2391 tutor said it's fine to use connector blocks to join out in a board, and it should be done rather than crimping solid cores.

Like I say, I'm not sticking up for the fella, I agree he prob could of made a neater job of it.

On a more serious note am I correct that you are part P only and not assessed for PIRs by NICEIC yet they have stated that it is ok for you to do PIR without the extra dosh being handed over.

Is the issue not about competency? I thought that any electrician can inspect and test an installation, provided he is competent to do so. I was taught how to inspect and test whilst doing my city and guilds. I was assessed again whilst doing my NVQ3. I then took the 2391 just because employers were asking for it. Why would they teach inspection and testing and then assess you on it, if you are not allowed to do it? Im not 100% sure, so i would be grateful if anyone who actually knows?
