You should at least have a copy of the IET Onsite Guide, this should have been drilled into you to get from day 1. Is it a college running this or a 3rd party provider?
There is also a coursebook to accompany the course, again this should have been explained to you from day 1. Even if it's not used in college it is an excellent resource in lieu of a good teacher.

Ask for your money back.
a college should give all the information you need, distance learning or in class.
unless you were skiving off first week when all this was handed out.

It is a college course on level 3 electrical installation but the college is just messing around with getting the course set up

What college is it ? I find it hard to believe that a college would 'just mess around' with getting a course set up.

Barnsley, its al online and nit really doing much learning, just talking about how the course is being held at a point of no one in the college for practical learning and tasks

Learning can be done remotely, not ideal but workable, it's the practical side that will get complicated

They are a large reputable college... It sounds like you need to go back to your tutor/trainer and ask for a list of the publications you are expected to have... then make sure you have them. I'm guessing there are online facilities from the college too... that will contain all sorts of useful things.
It may be that they have set you a task that requires you to go off and research the answers rather than just copying out a page from a book. Doing the research and looking through your set of publications is part of the learning, it's not just getting the answers to the task you've been given. This should have been explained to you.. via in person, online or via emailed instructions.
