Took me a while before I realised, the building is a block of 6 flats, all submains go to each flat with the meter and consumer unit located within the flats for each unit.

No metering to that LL's sub boardNo, its not strictly electrically related, not as some kind of fault anyway. Its pretty obvious when you look closely.
Thats the one. Tails straight out of the Bemco (which only has fuses in in) and straight into the LL board via the isolator. There are a few blocks the same as this dotted around, I wonder if they are all done like this. Free electric for years, quite a new board as well, 2018 if the label was from new, why would it not be picked up then.No metering to that LL's sub board
I was referring to the tails that come out of the DNO head under the Bemco unit - the black tails in the first picture.The tails from the Bemco go up behind the wooden board and loop into the top of the isolator.
