No, you must short it out and then a normal multimeter will check the capacitor to an extent.
 
cpc farnell do some fairly cheap LCR meters, but either way you need to short the cap out first.Just something you,ll have to get into the habit of doing I,m afraid.
 
thanks I've just seen a honeytek 6103 on ebay for £24 which says it has an auto discharge upto 1000v. anyone had any experience with these. Thanks Mack.
 
Look up Atlas Brand LCR meter on internet, about £90.00 but they've been making and selling them to Electronics workers and Hobbyists for years now.....
