If the programmer doesn't provide voltage on the channels when it should, check the polarity on the pgmr backplate and ensure that 1 and 2 are the correct way around. If reversed the programmer will still run but will present 0 volts on the channel when timed on. One of a few issues I encountered on Tuesday
