Just about to do Garage Supply off a handy FCU on a New Build(TNCS). Nothing big just 2 sockets and lighting.
External Socket already on FCU(on down stairs ring), just running swa from said socket 5 meters in to Garage.

As regards the Installation Cert, the 32A breaker on the board (and RCD)are the origin of the circuit.
Then the Readings at the fittings in the garage (R1+R2, Zs, and Rcd times. IR on ring and spur to garage)
become the installation circuit details.

Or does the 13 amp 1362 become the origin of the garage spur?

Am I over thinking this?

I was thinking this was a minor works certificate job but then I read it again and you are installing a light circuit
Ps..I have never recorded the spur as the origin of the circuit,arguably it is the origin,but for compliance with 7671 the origin will be the ocpd at the consumer unit as this is where the circuit can be fully isolated as opposed to the spur,which can only isolate the outgoing supply from the spur but can not isolate the incoming side which will still be live,even when you pull the fuse,on that basis,that is obviously not the origin (start) of the circuit.

I read it that he will be running both sockets and lights off an FCU,therefore it will be MW.
