Certification for a Pub (newly self employed)

Hi guys,

I went self employed last month and I'm not yet registered with the NICEIC, I have to provide certification for two properties which I'm currently working on, but in the mean time I have a pub refurb that I will need to sign off.
Now my understanding is, Part P of the building regs applies to domestic properties only and as such you dont need to be registered with any organisation to sign off commercial installations - is this correct?
Will I be able to sign an EIC/minor works for this pub?

Am I also correct in thinking

• 
  I can complete periodic inspections as long as I have the relevant insurance?

• I can provide minor works in domestic properties for installations not covered by building control with the exception of special locations

And one last question, if I change a fuse board, do I provide an EIC? If not, what cert do I provide?

Thanks for your patience, I've been employed for 10 years and haven't had to deal with certification!
(should be registered by the end of January so this is just to tide me over until then)

If the pub has flats above or inhabited rooms feed from the same supply as the pub I believe it would come under part P. As for the new CU definitely requires a EIC.

The IEE GN3 simply state that the inspector will have sound knowledge and experience, relevant to the nature of the instalation being inspected and tested...etc etc
It doesnt mention them directly but 2391 and 2382 will be go a long way to proving them.

The C&G 2391 is what you need to prove competence in periodic inspection and testing.

You'll be glad you had it if you ever ended up in court.

Thanks for your help everyone, I'm looking at the job next wednesday so will look to see if there is flats above it.
I know the pub itself doesn't have accommodation.

Do I need to inform building control if I change a fuse board?
