this might sound daft, but i havnt done much domestic before as worked for a company tht did commercial projects, but have been made redundant and looking to set up my own.

when changing a consumer unit how do you go about disconnecting the power? do you cut the electric boards seal and pull the bullet or do you need to ring them?
 
You really should not be interfering with the suppliers fuse.
This said, I understand that it is not uncommon for an electrician to just pull the fuse:).
Strictly though you ought to ask the supplier to disconnect.
