contact the manufacturer to find out how you're supposed to test it.
if you can't
do ir test and a load/leakage test
and put a note on test sheet
thats what i would do

I know this has been mentioned in other threads - but if an item is so constructed that an earth bond test cannot be carried out and there is no double insulated sign on the label - then test as class II but make a note on the report.
 
thank you for your post will try that approach but it still feels wrong to expect the tester to take responsibility that the person who will end up using the appliance is the same person who recieves the report and who they would track down if there was an accident with the appliance
 
no its a book binding machine basically an hot plate that melts a glue and mesh to the spine of books

Think I've come across one of these before - long and narrow with fairly thick cable.
The base where the heater is has a thick powder coated paint finish and this needs to be got through in order to obtain an eath bond - a small bladed screwdriver should do it. Earth bond readings are then in the order of 0.04 - 0.06 ohms.

Guidance on such items is quite clear in CoP, any item not displaying the 'box in box' class II symbol should be tested as class I. This includes items with two-core flex as who knows what country it could have come from!

As an earlier poster mentioned, this responsibility does not lie with the PAT engineers. Such queried items should be failed and left to be investigated before returning to service by a qualified engineer. It is deemed the responsibility of that engineer to chase up with manufacturers and ensure compliance to relevant BS.

I've found this with those binders too! Also fans (poke in the casing!), and older mains type calculators in DHSS!
