Went to price up a board change today from fuses to rcbo. Opened the outside meter box and saw this.
The fuseboard is on the end of the 16mm twin and (unconnected) earth about 1m through the wall.

Tried at socket closest to board... 1.68ohms
Must be getting the earth from the water pipe.
I’d estimate 100 year old house, but occupant says the wiring was done early 80’s just before they bought the property.
yeh. I might be wrong with the 16mm, but it looks bigger than 10. Maybe the grey sheath is just thicker.???

Anyway. I think a call to Scottish power just to give me an isolator more than anything else.

Zoom in.... there’s a few strands to it.

I don’t know the internals the suppliers heads, but I think earth terminals come out the right hand side? Obviously blocked now.

should I contact SP, or ask the elderly woman occupant to do it?
 
That's an series 5 cutout. The lump on the right hand side is the customers earth terminal. Also the cover is missing from the bottom.
For some reason that is a split concentric cable with the neutral and earth commoned, Normaly it would be a straight concentric cable for a PME supply.
I would report it to SPEN as exposed terminals so they prioritise it, also ask them to clarify what type of earthing system it is.
