I worked for a company for 12 years and am now working as a subbie. I`m elecsa registered but haven`t paid the extra to carry out PIR`s (not sure why I should). I`ve been asked to test a surgery. Can anyone tell me the ins and outs and legal side of doing PIR`s?

Legally, you inspect, you test, you issue report, you get paid.
For your own well being and to protect you if you screw up, you should have Public liabillity insurance, in case someone touches a conductive part during an IR test, or you accidently fry sensitive equipment that was still connected to a circuit you IR test, or even because someone might trip over your tool bag.
You should also have Professional indemnity insurance, in case the advice you give turns out to be incorrect, or correct but someone disagrees.
