The cable from the isolator goes to the landlords lighting but only thing that's protecting the 6mm tails is the 80amp main fuse
 
I presume that the landlord's isolator is a switch fuse. If you switch it off and remove the cover, there will probably be a rewirable fuse in the left hand side in a ceramic holder. By limiting the load this will give a degree of protection to the tails.

I can't see a supply cable into the base of the cutout. Is this waiting for the supply to be reconnected?

I'd say the tails are too small to be protected by an 80amp fuse, I always work on the idea that 16mm tails/60amp max, however although there only 6mm, its a short run in free air. I hate coming across this kind of stuff, whats the rest of the installation like? from the tails going up it looks fairly neat

That's really interesting, ive never thought of that before, is that an accepted form of cable protection?
