How does that work when it is not his work and NICEIC/ELECA contractors can't do the third party sign off's?

I guess it works the same way it’s always worked.
Sparks do the wiring, then testers go round testing.

It’s more reliable than if a contractor came in 5 years later, having not knowing you or the unseen parts of the job and declaring it satisfactory. You’d be shocked at how restricted periodic testing is and how much it actually covers
