If no supllier cut off is available, what are the safe methods of isolation prior to changing out the CU?

1. Get supplier to install a cut off switch (could take 3 mnths) or
2. Pull 100A fuse and say security tag was already cut? Regs state work to be done on isolated circuit.

When I was doing domestic I was always finding broken seals I just informed the householder and they in-turn informed their DNO to re-seal.

Iv recently bought a private house which use to be a council property so the meter is outside in White box so they only way to isolate is by cutting the seals but seeing as I am doing a board change don't I need to upgrade the tails
