I would generally put down a c2 for a ip4x breach on the top of a board and usually ask our lads to seal all holes with caulk or silicone as a matter of routine however to to fail a cert because of this is IMO idiotic and shows a severe lack of common sense, this same "auditor" failed a previous EICR because a tenant decided to screw two table lamps to the top and bottom of their bannister as extra light fed from plug tops and deemed it " fixed equipment as it was "fixed"to the bannister . I give up with these clowns.
 
He's gotta be gunning for the remedial work. Make the rest of us look like bloody crooks in my opinion. Not helping the trade at all. What a...&?!@
Utter bell ends Eddie but the client takes their word as gospel , I've asked for a regulation number by each observation on their report with out much luck, another 'c3 for no 230v sticker on consumer unit'
 
So why have the cut outs if they compromise IP rating

They don't necessarily compromise the IP rating, only if they aren't used properly. If bringing the cables in form above in trunking then the knockouts can be used without issue as the trunking will provide the necessary protection.
 
I like to see the reg number for that !!

That would be regulation number, Electrical Trainee.8976.54321.2 which reads as follows:

'When faced with a real electrician having done a good job invent some nonsense based on what you have seen done somewhere/heard in the pub in order to discredit the real tradesman and allow you to take an unsuspecting homeowners money'
