Yes that certainly errs on the side of caution. But if it is close then commkm sense will make it easier to fit what you need.

Calculating maximum demand using all the circuits and breakers is a fools way of doing it.

In this example there are already 14 circuits and I'm guessing that its a max 100 A fuse yet the diversity calc wil be well above 100A

Time for those who write the rules to rethink the diversity calcs now we're all fitting bigger boards as I suspect most houses are probably using less electricity
 
just fill up the spare ways in the unit, if they need even more circuits at a later date, they will then have to get another unit fitted, with the same amount of people living in the gaff, I doubt there will be any significant rise in demand, un less the circuits are for a 'hortcultural loft conversion'
 
This in my opinion is where the clamp meter is worth it's weight in gold. Turn everything on and see what is being pulled.

Agree with 1shortcircuit, no ambiguity here. The problem with formulas associated with PD sizes is that it is all too easy to include innacuracies. For example if an installation is wired with one ring for upstairs, one ring for downstairs and another ring for the kitchen, the maximum demand is in reality the same as if one ring and one radial had been employed.
