Do you have to use containment (conduit) within a stud wall for a commercial project ?
 
No. You provide the protection that is deemed neccesary. The main difference is that you can omit RCD protection from cables buried in walls <50mm if it is under the supervision of a competent person. If you need to provide protection from nails screws ect, then steel conduit is one way of doing it.
 
You only need conduit, if you are using single core cables.
T&E doesn't need conduit, although using it (if earthed), would do away with any requirement to provide RCD protection.
If the installation is under the control/supervision of a skilled/instructed person, there's no requirement for RCD protection in any event.
 
One more thing,

I have installed emergency lighting in kitchens/toilets/disabled toilets in the past.

The drawings i have dont have this on.

My thoughts have always been this is needed . Am i correct ?
