i want to run a something like a BX cable from a sub panel in my garage through an adjacent crawlspace to a fish tank in a room just the other side of the crawlspace. total length is 40-50ft. i'd like it to carry two 20A circuits which would be connected to outlets in the cabinet under the tank.
what is code to do this? and what would the best thing to do here?

You can legally have two 20 amp receptacles on a 20 amp single pole breaker using # 12/2 MC cable. Since the receptacles will be under a sink then they will need to be GFCI protected.
