crazy high current inbalance

Power analysed a college in cyprus.. brown phase approx 30A black approx 30A gray 700A!!! never seen that much inbalance. checked ac and computer but haven't explored properly. has anybody seen this type current only on 1 phase and any ideas other than something tapping into that phase?

Is it feeding the local town!!!....................sorry as my old sparks would have said to me son there is a rabbit away here. I can not for the life of me so much load being drawn on a single phase.

A clue would be is your protection device for this gray phase rated at 700amps?
