How should I persuade a customer that their consumer unit needs moving from a room which was previously a utility, but is being converted to an ensuite. I mean - water and electrics never mix!! What are the regulations on where to fit a consumer unit?

Suitability of equipment for external influences perhaps?
 
There is no Zone 3 now.
I would not be happy fitting it as metal will be more prone to condensation unless is protected as @Rpa07 suggests.
Reading the OP I don't think he is fitting it, it's existing and may well be insulated. I think it's likely that it will be OK if a cupboard encloses it, but advise the client that in your opinion it would be better re-sited for obvious reasons.
 
The room is yet to be converted?
Then the council building control will soon tell him that it needs moved, or that he cant have an en-suite.
(correct me if i'm wrong, but would this work require a planning application or building warrant?)

Its not ideal even in a cupboard. Too much humidity.
 
Unless walls are being knocked down and steels going in then its possible that building control are not involved. However when they go to sell the house the surveyor should pick it up. Just out of interest are the cut-out and meter in the utility/ ensuite?
