An option maybe to get a friendly DEA to do an off-the record initial rough EPC calculation - that isn't filed - to get an idea of what a house is currently rated at and to confirm what the rating would be with the PV added. Hopefully you would be told that the house would definitely be a 'D' with PV added or that it has no chance at all. This should work out a bit cheaper than getting two EPCs done (one before PV and one after).

You obviously need a trustworthy DEA to co-operate with this.
 
It seems to cover most of the areas that SAP does but in less detail. Probably will give you a rough approximation, but could be difficult if a house is just borderline
 
Well if that's the case I got a D! But I did say I don't heat the conservatory, which I don't as I'm to tight on the oil, but it has got the ability to be heated.
