Proposed default degression levels - i.e. these tariff changes will happen irrespective of deployment. High deployment will trigger further degression of 5% or 10%.

eta - it looks a little more complicated, as there will be a 'floor' such that if deployment is too low then the default degression will not be triggered.

No change to export now, but possible changes in the future:

1. remove export tariff for all >50kW systems, forcing use of PPA
2. dynamic export tariff, using smartmeters
3. rebase tariff on market price of electricity
 
Deployment level caps per quarter - less than 20MW for the 0-10kW band. Once a deployment cap is reached no further installs in that quarter would be eligible for FITs. Possibly these would then automatically 'roll-over' to the next quarter and receive the lower tariff or their application may be rejected and they would need to re-apply the following quarter.

This is a bad one - could affect both domestic and commercial:

Proposal 97.

DECC proposes to put in place a rule to prevent new extensions claiming support under FITs. This will encourage developers to deploy their entire capacity in one go, limit the impact of degression upon smaller scale installations and increase the administrative ease of the FITs scheme, therefore reducing costs.
 
2011 all over again. We'd been considering dropping out of the whole MCS malarky - looks like this will make the decision for us. Dreading the rush in the next few months but I guess we have to make what we can while we can. I certainly won't be spending time clearing up other installer's bodged jobs anymore.

All we can do is encourage everyone to respond to the consultation....
 
Other future proposals (not planned for Jan 2016).

1. End deemed export, force users to accept SmartMeters.
2. Only allow FiT where generation is able to offset demand.

This is utterly nuts, and I don't get at all what they've got against domestic.

4 months to get as much work in as possible then.

The only thing I can see is that the original government plans in 2010 predicted 450,000 domestic installs by now and there are 640,000 so they must think domestic just doesn't need any more incentives.
