Dimmer switch help! Not turning brightness down low

ive just installed 13 4w LAP downlights with are controlled by a dimmer switch. When I turn the switch on I can turn the brightness up no problem but when put it down low they still seem bright, could this be a switch issue? Thanks in advance

Is your dimmer switch compatable with leds?

Yes it was controlling 2 of the lights above, cheers

Is that LED though? Looks more like 12v halogen capsules as there appears to be a transformer in the base

we had a light looked similar to that. then we brushed off the cobwebs and it was a standard pendant.
