Yes, as I said above but the disconnection time on the schedule of test results would still be recorded as 5 seconds whether the installation was under control of instructed/skilled persons or not.
I have a mail from IET technical help confirming this, I'll see if I can dig it out!

Didn't realize you was discussing what to put on the test paper, but I would still stick 0.4 in because there's a socket on the circuit, but that's just me I suppose.
 
Be careful how you interpret BS7671, it is not for example a requirement for circuits over 32A or a distrbution circuit to disconnect in 5 seconds 411.3.2.3, it is a permitted increase fundementally to allow discrimination to be achieved
