Discovered exposed wires

I moved an old cabinet the prior owner left in my garage, and found some exposed wires behind it.

Can anyone tell me what it might be based on the picture and if I can just turn off power at the meter and terminate it with electrical tape?

I live in Victoria, Australia if that helps.
